2014 ACREAGE REPORTING DATES

In order to comply with FSA program eligibility requirements, all producers are encouraged to visit the St Martin\Lafayette Parish FSA Office to file an accurate crop certification report.

Spring seeded crops such as corn, soybeans, grain sorghum and sugarcane must be reported or certified by July 15, 2014.

The final RMA planting date for soybeans was June 15, 2014.  Producers who intended to plant soybeans but were unable to due to adverse weather conditions have two weeks - June 16 through June 30 - to report the prevented acres on form CCC-576.   Producers filing for prevented planting must complete form CCC-576 indicating the weather condition that affected them.  They also must provide proof of intent to plant, such as seed, chemical and fertilizer receipts or loan documents covering all acres in question.   These forms, with supporting documentation, will be submitted to the county committee for approval. 

Noninsured Crop Disaster Assistance Program (NAP) policy holders should note that the acreage reporting date for NAP covered crops is the earlier of the dates listed above or 15 calendar days before grazing or harvesting of the crop  begins.

2014 COC ELECTION

The Farm Service Agency (FSA) County Committee election is now accepting nominations for the upcoming County committee election through August 1, 2014.  Our Committees help deliver FSA farm programs at the local level.  Their knowledge and experience in the farming area help with the decision making process needed in administering many of our programs.  They provide local input on commodity crop loans and payments, conservation programs, incentive, indemnity and disaster programs for some commodities and emergency programs.  Information about the elections and other available programs can be found on the internet at http://www.fsa.usda.gov/elections.

This year, our election is being held in LAA 3 for St. Martin and LAA 4 for Lafayette, which are both areas of the parish located north of I-10.  A map of these areas, the COC Nomination Forms, and notifications regarding the COC elections are available at the St. Martin\Lafayette Parish FSA Office.

To become a nominee, eligible individuals must sign a FSA-669A form and submit it to the St. Martin\Lafayette USDA Service Center by August 1, 2014.

Ballots will be mailed to eligible voters on November 3, 2014.

December 1, 2014 is the last day to return voted ballots to the St. Martin\Lafayette USDA Service Center.

CONSERVATION RESERVE PROGRAM SIGNUP

Signup for the Continuous Conservation Reserve Program began June 9, 2014.  The deadline for accepting new offiers is September 30, 2014.

Participants with general contract expiring on September 30 of this year may submit request for a one year extension if the current contract period is 14 years or less.  Participants may also offer land for re-enrollment under continuous signup criteria, provided all other eligibility rquirements are met.

Kansas City will be mailing letters directly to producers with CRP contracts scheduled to expire September 30, 2014.  The letter will list all options available regardless of individual eligibility.

If you have a contract expiring this year or would like to submit a new application, please call your local FSA office for an appointment. 


RURAL YOUTH LOANS

The Farm Service Agency makes loans to rural youths to establish and operate income-producing projects in connection with 4-H clubs, FFA and other agricultural groups.  Projects must be planned and operated with the help of the organizatin advisor, produce sufficient income to repay the loan and provide the youth with practical business and educational experience.  The maximum loan amount is $5000.

Youth Loan Eligibility Requirements:

  • Be a citizen of the United States (which includes Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands) or a legal resident alien
  • Be 10 years to 20 years of age
  • Comply with FSA's general eligibility requirements
  • Reside in a rural area, city or town with a population of 50,000 or fewer people
  • Be unable to get a loan from other sources
  • Conduct a modest income-producing project in a supervised program of work as outlined above
  • Demonstrate capability of planning, managing and operating the project under guidance and assistance from a project advisor.  The project supervisor must recommend the project and the loan, along with providing adequate supervision.
