Crop Acreage Reporting - July 15 is Fast Approaching

Many of our programs require a crop acreage report to be on file.  July 15 is the final date to timely file a crop acreage report and this date is fast approaching.  Programs such as CRP, Commodity Loans, Livestock Forage Program, as well as programs you will hear more about in the future such as Price Loss Coverage (PLC) and Agriculture Risk Coverage (ARC) require a crop acreage report.  What are you waiting for?  Stop in today!  Please remember your planting dates.


Conservation Reserve Program (CRP)

Our office can now start accepting Continuous CRP offers.  Eligible, environmentally sensitive land can be enrolled in Continous CRP at any time with contracts of 10 to 15 years in duration.  This land must be in need of controlling soil erosion, improving water quality, and enhancing wildlife habitat. Eligible land must have been cropped in 4 out of the last 6 years. 2008-2013, for the majority of our practices.  New rental rates for this new signup have been established.  

CRP participants with expiring CRP land received letters informing them of three options.  The same letter went to CRP participants with expiring Continuous and General CRP contracts. 

The first option was for a one year extension.  This option only applies to participants with a General CRP practice that did not exceed 15 years.

The second option was to reenroll the contract acres.  This would apply to all of the expiring Continous CRP contracts as well as any General CRP cotnracts that would fit into the specs of a Continuous CRP practice.  There will not be a General CRP signup for the 2014 crop year.

The third option was to let the CRP expire.  Please let us know which option you are choosing.


Livestock Disaster Programs

The 2014 Farm Bill continued three livestock disaster programs.  These programs provide retroactive authority to cover losses that occurred on or after October 1, 2011.  The following programs were continued:

1)  LIvestock Forage Program:  This program provides payments to producers that grazed livestock in a qualifying drought year.  2012 was Cerro Gordo County's qualifying drought year.  If you grazed livestock in 2012 you may be eligible.

2)  Livestock Indemnity Program:  This program provided payments to producers for any eligible livestock losses due to a weather related event.  It is important to note that in the future you will need to notify our office within 30 calendar days of noticing the livestock loss. 

3)  Emergency Assistance for Livestock, Honeybees, and Farm Raised Fish Program (ELAP).  This program provides payments to producers that incurred a livestock, honeybee, or farm raised fish loss that the other two programs don't cover.   If you know of someone that had a honeybee colony or hive loss let them know this program may be available.


County Committee Election

County committee members are a critical component of the operations of FSA. They help deliver FSA farm programs at the local level.  Farmers and ranchers who serve on county committees help with the decisions necessary to administer the programs in their counties. They work to ensure FSA agricultural programs serve the needs of local producers.

FSA county committees operate within official regulations designed to carry out federal laws. County committee members apply their judgment and knowledge to make local decisions.

Our County Committee is currently served by three members, Matt Knutson, Terry Boyle, and Randy Lutz, and an advisor, Sandy Davison.   Matt has met his maximum number of years to serve so we will seeking someone to represent Local Area Adminstration 3 composed of Clear Lake, Grant, Grimes, Lake, and Union Townships.  If you are a partiicipating operator or owner that operates and lives in this area you may nominate yourself to be on the ballot to become a county committee member.  The deadline to noiminate yourself is August 1.  

The elected member serves a three year term.  Let us know if you are interested in serving 


Farm Reconstitutions

When changes in farm ownership or operation take place, a farm reconstitution is necessary in order to keep your farm record up to date and accurate. The reconstitution is the process of combining or dividing farms, or tracts of land, based on the farming operation.

The following are the different methods used when doing a farm reconstitution:

Estate Method — the division of bases, allotments and quotas for a parent farm among heirs in settling an estate;

Designation of Landowner Method — may be used when (1) part of a farm is sold or ownership is transferred; (2) an entire farm is sold to two or more persons; (3) farm ownership is transferred to two or more persons; (4) part of a tract is sold or ownership is transferred; (5) a tract is sold to two or more persons; or (6) tract ownership is transferred to two or more persons. In order to use this method the land sold must have been owned for at least three years, or a waiver granted, and the buyer and seller must sign a Memorandum of Understanding;

DCP Cropland Method — the division of bases in the same proportion that the DCP cropland for each resulting tract relates to the DCP cropland on the parent tract;

Default Method — the division of bases for a parent farm with each tract maintaining the bases attributed to the tract level when the reconstitution is initiated in the system. 


Direct Farm Loan Program Changes

Changes were made to the interest rate charged on loans where FSA provides 50 percent or less on jointly financed purchases of real estate also called Direct Farm Ownership Participation Loans. The interest rate will be the greater of 2.5 percent or the current interest rate for direct Farm Ownership loans minus 2 percent, as a fixed rate for the duration of the loan. At present, the June direct Farm Ownership rate is 4.00 percent. Because the 2.5 percent floor is greater than subtracting 2 percent from the current direct farm ownership loan rate, the rate for Direct Farm Ownership Participation Loans in June is 2.50 percent.
