(Seattle, Washington – Sept. 4, 2014) JELD-WEN's Millworks Manufacturing-Thomas Lumber facility (JELD-WEN) in Klamath Falls, Oregon has settled with the U.S. Environmental Protection Agency and the Oregon Department of Environmental Quality for alleged air quality violations. Headquartered in Klamath Falls, Oregon, JELD-WEN employs approximately 20,000 people worldwide and has manufacturing and distribution locations across the United States and in more than 20 countries.

"This settlement will help improve the air people breathe in the Klamath Falls area," said Ed Kowalski, director of EPA's Enforcement Program in Seattle. "By meeting its financial obligations under today's settlement, JELD-WEN is investing in the health and welfare of people who live, work and play near this facility."

In addition to paying a $108,000 civil penalty to EPA and a $48,000 civil penalty to the Oregon Department of Environmental Quality, JELD-WEN will perform a major Supplemental Environmental Project by providing $444,000 to implement a local woodstove change-out program in the Klamath Falls area and the nearby town of Chiloquin to replace older, non-certified wood-burning stoves in the community with appliances that use cleaner fuels such as natural gas or new, certified wood-burning stoves. The program will be administered by the South Central Oregon Economic Development District for the next two years and will include both replacement of uncertified woodstoves and installation of fireplace inserts.

EPA alleged numerous violations of JELD-WEN's air operating permit, primarily in 2008 through 2010, relating to opacity (an indicator of particulate matter), deviation reporting, compliance certification and monitoring. Also as part of today's action, JELD-WEN is concurrently resolving the same violations with the Oregon Department of Environmental Quality.

U.S. 26 on Mt. Hood closes for rock blasting Thursday

This first blasting in the safety project also require temporary closing of the Mirror Lake Trail

Controlled rock blasting will get under way Thursday Sept. 4 as the U.S. 26 Mt. Hood Safety project continue to make progress.

The blasting will take place 5:30 to 6:30 p.m. and for the safety of the public will require the closure to all users of U.S. 26 west of Government Camp and the Mirror Lake Trail and trailhead parking lot.

Thursday's blasting will be the first in the road safety project. Blasting could occur three nights a week between 5:30 and 7:30 p.m., Mondays, Tuesdays and Thursdays through October and again April through October in 2015. Closures of U.S. 26 and nearby trails could last up to one hour on the days that blasting occurs. During the closures, ODOT's contractor will use explosives to remove rock from the slope. For the safety of travelers on the highway and trail users the blast area must remain closed during blasting. This Thursday's closure is expected to last up to one hour with U.S. 26 and the Mirror Lake Trail re-opening only after the contractor has determined that all the explosives have fired, that the highway is clear of debris, and that the rock slope is safe and stable.

The Mirror Lake Trail parking lot and trail are within the blast zone. No parking is allowed in the Mirror Lake parking lot on Sept. 4 to ensure cars are not left in the parking lot when blasting occurs. Additionally, flaggers will close the trail to trail users who are already on the trail during the blasting period.

Travelers are encouraged to plan to avoid traveling on U.S. 26 or using the Mirror Lake Trail during the blasting closures. Hikers can find alternative trails to visit during these closures by visitingthe Mt. Hood National Forest website or by visiting the Zigzag Ranger Station. Good alternatives are the Trillium Lake Trail and the Veda Lake Trail, both of which are accessed via Highway 26.

Blasting in this same area is currently planned for Tuesday, Sept. 9, Thursday, Sept. 11 and Tuesday, Sept. 16.

Background

Construction of safety improvements to prevent severe and fatal crashes on U.S. 26 from east of Kiwanis Camp Road to east of the Mirror Lake Curves and to preserve the highway to Oregon Highway 35 is underway on Mt. Hood. Work on the nearly eight mile stretch of U.S. 26 includes:

  • Paving between Silent Rock and OR 35
  • Placing a barrier between the east and westbound lanes along at 1.6 mile of U.S. 26 from east of the runaway truck escape ramp and the Mirror Lake Curves
  • Cutting back the slope along a 600 foot section at Map Curve to provide a 27 foot wide ditch for rocks to land away from the road
  • Cutting back the rock slope east of the runaway truck ramp to east of the Mirror Lake trailhead
  • Highway widening to install a median barrier
  • Construction of a retaining wall to reduce impacts to existing trails from highway widening work
  • Extending the westbound passing lanes for a total of about 1,400 feet

Work will occur in 2014, 2015 and 2016 from April 1-October 31. To learn more visit: www.US26MtHoodSafety.org

Popular boat ramp re-opens for fall salmon angling

September 2, 2014

CHARLESTON, Ore. – There is good news for Millicoma River anglers: the popular Rooke-Higgins boat ramp re-opened in time for fall Chinook angling. The boat ramp is on the upper tidewater section of the river about seven miles east of the city of Coos Bay.

The ramp closed a few years ago when a lease between the former landowner and Coos County expired. The Oregon Department of Fish and Wild obtained Sport Fish Restoration grants from the U.S. Fish and Wildlife Service and a Boating Facilities grant from the Oregon State Marine Board to purchase the property for public access and boat launching.

The Coos County Parks Department made upgrades and repairs, including replacing the bumper rails, clearing accumulated mud from the lower ramp, and installing new signs. The county also will manage the facility and hopes to replace the restrooms and floats in the future.

Anglers will have greater access to the fall Chinook salmon in the Coos Basin now that the boat ramp has re-opened. The fall fishery began in mid-August in the lower bay and moves toward upper tidewater with the rains of late September and early October. The fish eventually make their way to freshwater streams to spawn in late fall and winter.

The mission of the Oregon Department of Fish and Wildlife is to protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations. The agency consists of the Oregon Fish and Wildlife Commission, a commission-appointed director and a statewide staff of about 950 permanent employees. Headquartered in Salem, ODFW has regional offices in Clackamas and Roseburg with ten district offices located throughout the state. Visit www.odfw.com.
